Is Lunar Cycle the same as Moonlights?

No. Lunar Cycle increases or decreases your intensity settings based on the phases of the moon. As for moonlights, they can be simulated by setting very low intensities (1%-3%) at night. If you have 1%-3% settings at night and Lunar Cycle is turned on, then you can expect 0% (no moon) to around 6% (full moon) brightness at night.
